HANDICAP INDEX
A USGA Handicap Index is calculated in a way to reflect a golfer's POTENTIAL ability. It is not the average of all your scores. A golfer is expected to play to his/her Course Handicap only about 25 PERCENT of the time.
How do I get a Handicap Index?

What do I need to know about my Handicap Index?
A Handicap Index is the number of artificial strokes a player receives to adjust his or her scoring ability to the level of scratch or zero-handicap golf. However, it is not simply a requirement for tournament play, nor is it reserved exclusively for "serious" golfers. Aside from allowing golfers of all skill levels to compete on an even playing field, a Handicap Index is perhaps the most important tool any golfer uses.
